On the recent decision to allow licensees to select their own site, Jason said "They didn’t necessarily rush issuing the first CAURD licenses and still did not have leased space or funding committed (although FYI, per DASNY (or Dormitory Authority of the State of New York) they are ready to go – they just do not have leased space to start).
