New York State will soon announce plans to usher in its first outlets for retail sales of adult-use cannabis by the end of the year. This is part of a concerted push to assure that early business owners will be members of communities that have been affected by the nation’s decades-long war on drugs. With that said, many vendors are not waiting for a license to get started.
